Deputy Commissioner serves as the commanding officer in charge of Patrol Operations. He is responsible for all the Officers assigned to the 20 Patrol Districts that cover the entire city. In this position, he has developed and implemented strategies intended to increase public safety and improve community relationships.

Deputy Commissioner Cram is in his 31st year of service to the city of Philadelphia. He is also a 36-year military veteran with the U.S. Army reserve. He has a Master of Arts in Emergency Management, a Master of Arts in Strategic Studies, and a Doctorate in Criminal Justice. Much of his career with the city was spent on patrol assignments ranging in rank from Officer to Inspector. He has also served as the Chief of County Detectives for the Philadelphia District Attorney’s Office, and as the Philadelphia Police Department’s Special Operations Bureau Chief. Throughout his career he has received numerous departmental awards and commendations.
Commissioner Cram continues to be impressed by the resiliency, dedication, work ethic, adaptability and passion that the Philadelphia Police Department’s workforce demonstrates every day. Within the community his primary mission has always been to serve the residents of Philadelphia. He believes the key to this success is a collaboration between all the city’s stakeholders.
